With it in rear only the mid will turn free. With engine off, move it to mid while turning the shaft. Ive tried adjusting the hydraulic control lever that should help for releasing and allowing smooth down transitions and it will turn and lock both ways and doesnt appear to have any issues. See if it's moving with the 3PH. If it is, trace it to under the tractor (if you can with the deck mounted - otherwise you may need to remove it to check the rest of the linkage).
